Wastewater Treatment Facility Upgrade and Financing Options Workshop

HAYDEN AREA REGIONAL SEWER BOARD

January 4, 2012

 

The workshop meeting of the Hayden Area Regional Sewer Board was held on January 4, 2012, in the City of Hayden Lake, City Council Chambers at 9393 N. Strahorn Road, Hayden Lake, ID.

 

Present:           Stefan Chatwin, Ron McIntire, Kenneth Sewell, David Weinstein       

 

Absent:            Dan Green     

 

Also Present:   Ken Windram, Hayden Area Regional Sewer Board-Administrator; Paul Klatt,   J-U-B Engineering; Jim Kimball, J-U-B Engineering; Larry Comer, Welch-Comer Engineering; Dustin Jacobson, Hayden Lake Recreation Water and Sewer District- Field Operations Superintendent; Sean Hoisington, City of Hayden- Public Works Director; Nancy Stricklin, Hayden Area Regional Sewer Board-Attorney

                       

The meeting was called to order by Kenneth Sewell, Chairman at 2:00 p.m. 

 

Larry Comer presented a recap of the previous financing options workshop and presented a financing worksheet for total ER capacity, see enclosed handout.  Larry Comer also informed the Board on what the Idaho Department of Environmental Quality is looking for in the terms of loan/grant financing from the entities. I.e. they want what an entity needs and can use in the next 2-3 years, it’s also favorable if you already have bonding authority.

 

Discussion occurred regarding the Total ER percentages and the Phase 1, 2, 3 upgrades and how the capacity portion would be split up and paid for between the entities. 

 

The entities agreed to submit the following letter of interests to the Idaho Department of Environmental Quality for the initial phase construction costs.

 

            City of Hayden, 5.1 Million

            Hayden Lake Recreational Water and Sewer District, 6.1 Million
