HAYDEN AREA REGIONAL SEWER BOARD
May 15, 2014
The Regular Meeting of the
Hayden Area Regional Sewer Board was held on May 15, 2014, in the City of Hayden
Council Chambers at 8930 N. Government Way, Hayden, ID.
The meeting was called to
order by Ron McIntire, Vice-Chairman at 3:00 p.m...
Roll Call was then taken:
City of Hayden- Ron McIntire-present
Hayden Lake Recreational Water and Sewer District- Carole Stinger-present
Kootenai County- Dan Green- absent
It was moved by Carole
Stringer, and seconded by Ron McIntire, to add the following item # 9a the
agenda: To pay the associated
building permit fees for the BNR improvement construction project- the cost of
the permit just came out this afternoon prior to our meeting. The item needs to
be added to the agenda due to the City of Hayden just getting the information
together to submit to the Board; with surveying happening as soon as May 19th,
and construction occurring as soon as May 27th the issue needs to be discussed
immediately thus not allowing enough time to change the agenda prior to the
meeting. Motion carried.

Consent Calendar
It was moved by Carole
Stringer, and seconded by Ron McIntire, to adopt the Consent Calendar as
presented, with the exception of April 24, 2014 Special Meeting Minutes to be
held until our next regular meeting: Approval of April 17, 2014 Regular Meeting
Minutes; Approval of April General and Construction Financial Reports; Approval
of the Bills: General, Construction, Replacement, and additional PW Tech Billing

Engineer’s Reports
Paul Klatt informed the
Board that Ken Windram responded to the request for comments on our Idaho 401
Certification. The comment letter
will be submitted in next month’s Board packet.
The 401 Certification will be reissued, and sent to the EPA with the
changes that were made.
Toxic PCB issues will be
discussed with Senator Mike Crapo on Saturday, May 31, 2014.
This meeting will include Idaho and Washington Spokane River Dischargers,
engineers, along with his North Idaho staff.
Todd Walker, Chairman took
over running the meeting at this point in time.
Administrative Reports
Ken Windram gave his
Administrative report, which is attached hereto.
The
Special Use Permit from the City of Hayden was approved with the staff changes
that were presented at the last City Council Meeting, the finalized special use
permit will be coming out soon.
Discussion occurred regarding the items listed for the testing of PCB’s that the
Dischargers would like the Washington Department of Ecology to conduct, see the
enclosed list. Questions arose on whether these items had been tested before and
to the standard we need.
Ken
Windram also reported on the finance meeting that looked at the current bid
numbers in comparison to the financial agreement the Board entities entered into
last year. We also discussed the construction cash flow and that we needed to
get the City pathways with Idaho DEQ set up so that the cash flows will continue
on schedule once the City starts using their funds.
Ken
Windram reminded everyone about the ground breaking tomorrow at noon, and then
discussed the preconstruction meeting held this morning.
Shirley Carter gave her
Chief Operators report, which is attached hereto.
Ken
Windram also thanked the City of Hayden for the use of their dump truck for the
facility dirt removal.
Entity Reports
City of Hayden – Sean Hoisington discussed the Honeysuckle/Reed project and
sewer pipe upsizing. The force main
upgrade will still happen next summer.
Hayden Lake Recreational Water and Sewer District (HLRWSD) – no report
Kootenai County – no report
SEP Fund
Ken Windram talked with
Idaho Department of Environmental Quality about helping put in bathrooms at the
new Sting Club soccer field, and they said it did not meet the requirements.
Ken is still working with the Idaho Department of Environmental Quality
on this issue.
Discussion of BNR Upgrade Project Ground Breaking
Paul Klatt and Ken Windram
discussed the ground breaking occurring tomorrow at noon, at the treatment plant
facility. The Spokesman-Review will
be coming to the event, and at this time we have not heard from the Coeur
d’Alene Press. Discussion occurred
on speakers, it was decided that Ken Windram and Todd Walker will be speaking
for the Board.
TML Construction Contract Approval
Ken Windram discussed that
this contract has been approved by the attorney.
It was moved by Ron
McIntire, and seconded by Todd Walker, to approve the TML Construction, Inc.,
construction contract for the BNR project.

Building Permit Fee Approval
Ken Windram discussed the
estimate of the fees for the City of Hayden building permit, after the
preconstruction meeting today, see enclosed costs.
Discussion occurred on approval on the City of Hayden fees, and also the
Northern Lake Fire Protection District, and then the state electrical and
plumbing fees. It was moved by Ron
McIntire, and seconded by Todd Walker, that we pay the building permit not to
exceed $150,000 for the total of all the building permit fees subject to
ratification at the next regular meeting with documentation.
