HAYDEN AREA REGIONAL SEWER BOARD

May 26, 2011

 

The Regular Meeting of the Hayden Area Regional Sewer Board was held on May 26, 2011, in the City of Hayden Council Chambers at 8930 N. Government Way, Hayden, ID.

 

Present:           Ron McIntire, David Weinstein  

 

Absent:            Stefan Chatwin, Dan Green, Kenneth Sewell

                        J-U-B Engineering; Steve Cordes, Welch-Comer Engineering; Sean Hoisington, City of Hayden- Public Works Director; Nancy Stricklin, City of Hayden, HARSB- Attorney; Tom DePew, Hayden Lake Recreational Water and Sewer District- Board Member

 

The meeting was called to order by Ron McIntire, Acting Chairman at 3:00 p.m. 

 

It was moved by Dave Weinstein, and seconded by Ron McIntire, to accept the agenda as written.  Motion carried.

 

Consent Calendar

 

It was moved by Dave Weinstein, and seconded by Ron McIntire, to accept all items presented on the Consent Calendar.  Approval of April 21, 2011 Regular Meeting, Approval of April 26, 2011 Special Meeting Minutes, Approval of April General and Construction Financial Reports, Approval of the Bills General and Construction, Approval of Pivot Power Relocation. Roll Call Vote: 

            City of Hayden, Ron McIntire- yes

            Hayden Lake Recreational Water & Sewer District, Dave Weinstein- yes

            Kootenai County Airport, Dan Green- absent

Engineer’s Reports

 

Paul Klatt, J-U-B Engineering discussed that the Facility Master Plan review should be ready in June. 

 

3:04 pm Steve Cordes arrived.

 

Paul Klatt, J-U-B Engineering discussed the TMDL negotiations that are taking place.  He discussed the additional Spokane River discharge computer model runs to provide additional information to support our effluent limit position.  Washington Department of Ecology announced that they will be releasing the Washington Spokane River Permits for City of Spokane, Liberty Lake Water and Sewer District, and Kaiser Aluminum the 1st of June, and Inland Empire’s Draft Permit soon after.  Discussion occurred regarding our legal stance and how it has changed everyone’s willingness to listen/work together, seasonal averages vs. monthly and daily averaging,  who is and who is not participating with the averaging and how everyone’s choices affects the model run. 

 

Paul Klatt, J-U-B Engineering talked about the Spokane River Forum that happened this last Monday and Tuesday, May 23rd and 24th.  Discussion was occurring at the meetings between agencies within the states as well as those between the states, as well as experts coming in to give updated and needed information.

 

Paul Klatt, J-U-B Engineering also updated the Board on the Antidegradation Rules.  The State of Idaho is expecting a response out of EPA this summer, and then a follow up response from the Idaho Conservation League.

 

Steve Cordes, Welch-Comer Engineering and Ken Windram indicated that the Railroad at this time still does not have Federal permission to surplus the old railroad property yet.

 

 

Administrative Reports

 

Ken Windram gave his Administrative report, which is attached hereto.

Ken discussed the recalibrated flow meters, and the maximum or peak flows that the plant is receiving (3.5 to 3.7 mgd).  Discussion occurred regarding the need for communications to the WWTP, and PLC’s set up for the governing of flows so that we would not have all 5 major pump stations coming on and pumping effluent at the exact same time.

 

            Ken showed the Board Members the girt (rocks) that we are getting into the WWTP.  We

are receiving a large amount of rocks coming into the WWTP.  We need to find out where the pipelines have holes.  A video system trailer will be here within the next 2-3 weeks for a demonstration, we would like to go in and see what this equipment will do.

 

The trash pump diesel bypass system for the Hayden Lake Dike was shutdown, and currently is left in place in case it is needed again.

 

Ken Windram gave Shirley Carter’s Chief Operator report, see attached report.

           

 

Entity Reports

 

City of Hayden- Sean Hoisington informed the Board that they are investigating the options for H-1.  Nancy Stricklin also discussed the cap fee challenge that they are experiencing with the NIBCA, and would like to work with HARSB to get information that is needed.

 

Hayden Lake Recreational Water and Sewer District (HLRWSD) – Dave Weinstein discussed the request to keep the bypass equipment  for the Hayden Lake Dike another couple of weeks, just in case it is needed again.  The HLRWSD also asked their attorney to work with Nancy Stricklin to update the agreements between the entities for HARSB.

Kootenai County-no report.

City of Hayden is still working on this.
