REGULAR MEETING

HAYDEN AREA REGIONAL SEWER BOARD

October 17, 2013

 

The Regular Meeting of the Hayden Area Regional Sewer Board was held on October 17, 2013, in the City of Hayden Council Chambers at 8930 N. Government Way, Hayden, ID.

 

The meeting was called to order by Dan Green, Chairman at 3:03 p.m... 

 

Roll Call was then taken:

City of Hayden- Stefan Chatwin-present

            Hayden Lake Recreational Water and Sewer District- Todd Walker-present

            Kootenai County- Dan Green- present

 

There were no additions or corrections to the printed agenda.

 

Public Hearing

 

Public Hearing was opened at 3:03 p.m. for the proposed transfer of real property from the City of Hayden to the Hayden Area Regional Sewer Board.

                                                         

Nancy Stricklin presented information on the 10 acre parcel that the City of Hayden owns south of the current HARSB’s property on Atlas Road.  She went through the process that needs to occur between the City of Hayden and HARSB, see provided information.  The land exchange or sale needs to occur by 09-01-2014.

 

No public comment was presented.

 

It was moved by Todd Walker, and seconded by Stefan Chatwin, to close the public hearing at 3:06 p.m...

Ratification of Land Sale or Exchange Agreement between City of Hayden and HARSB

 

It was moved by Todd Walker, and seconded by Stefan Chatwin, to approve the ratification of the land sale or exchange agreement between the City of Hayden and HARSB.

Consent Calendar

 

It was moved by Stefan Chatwin, and seconded by Todd Walker, to adopt the Consent Calendar as presented: Approval of September 19, 2013 Regular Meeting; Approval of September General and Construction Financial Reports; Approval of the Bills: General, Construction, and Replacement.

Engineer’s Reports

 

Paul Klatt, J-U-B Engineering, gave an update on the NPDES Draft permits, all comments have been submitted.  We are currently waiting on the Environmental Protection Agency for our permit.

 

Paul Klatt mentioned the important work coming out of the SRSP and Toxic Taskforce for long term compliance.

 

Paul discussed the presented site plan and data, see enclosed presentation.  The special use permit hearing will occur in the City of Hayden Council Chambers on November 18, 2013.  He then preceded to update the Board on the current design layout. The Board discussed the need for a new administrative building, the cost, and building materials.  The Board requested a workshop meeting to review the Phase I design information and costing. 

 

 

Administrative Reports

 

Ken Windram gave his Administrative report, which is attached hereto.

 

Ken Windram discussed the possible “or” option with the NPDES Permit, and the 401 certification on the pilot project.

 

Ken Windram showed a film on the harvesting of the Greenwood Tree Project.

 

Ken Windram discussed the PW Tech Screw press which was the best performing press on site this summer, see PowerPoint presentation. 

 

 

Entity Reports

 

City of Hayden – no report

 

Hayden Lake Recreational Water and Sewer District (HLRWSD) – hopefully getting close to starting the replacement line on Lakeview.

 

Kootenai County – no report

 

SEP Fund

 

Ken Windram reported no change at this time. 

 

 

Direction Regarding Resignation of Scott Reed, Attorney

 

It was moved by Stefan Chatwin, and seconded by Todd Walker, to accept the resignation letter of Scott Reed.

Authorization to Purchase Dump Truck at auction

 

Ken Windram asked for the option to purchase a dump truck at auction for under $25,000.    The Board asked Ken to use good judgment on used vs. new, and run equipment by our mechanic. It was moved by Stefan Chatwin, and seconded by Todd Walker, to approve the purchase at auction of a dump truck for up to not to exceed $25,000.00.

Approval/Rejection of Terrorism Coverage

 

The Board discussed the enclosed ICRMP terrorism coverage. It was moved by Stefan Chatwin, and seconded by Todd Walker, to reject the additional terrorism coverage.
