30, 2013
The Workshop Meeting of the Hayden Area Regional Sewer Board was held on October
30, 2013, in the City of Hayden Council Chambers at 8930 N. Government Way,
Hayden, ID.
Roll Call was then taken:

meeting was called to order by Dan Green, Chairman at 3:00 p.m...
Approval of Pre-Qualifications for Electrical Contractor for BNR Upgrade
Ken
Windram presented the pre-qualification packet for electrical contractors for
the BNR upgrade, see enclosed packet.
Ken discussed that the prequalified general contractors requested that
this be done. Nancy Stricklin and
the engineers have looked over and approved the packet.
It was moved by Ron McIntire, and seconded by Todd Walker, to send out
the pre-qualifications for the electrical contractors.

BNR Upgrade Design Workshop
Ken Windram discussed
that the design is at ninety five percent (95%) completion, and met with Idaho
Department of Environmental Quality (IDEQ) on 11-22-2013 for review.
The design is looking to go out to bid by the end of January, with the
bid awarded by the end of March/first of April.
Paul Klatt introduced
the full design team from JUB Engineering, AEI Engineering, and B2 Architecture.
Paul Klatt handed out
the design packet and approved costs, see enclosed packet.
Ken Windram presented
the site and yard piping overview on the site plan design.
Ken discussed the fact that we are going from several electric meters to
one meter, RAS/WAS modifications, replacement mechanisms in Clarifiers #1 and
#2, and replacement of the Belt Filter Press.
The Dewatering Building and Coverall is under review for removal from the
loan and to be completed by the HARSB staff.
** Administrative Building
The Board discussed the benefits of the SIP’s panels and price vs. the labor and
stick built pricing with the Davis-Bacon wages. The
building will be 2300 square foot space, at a building cost of $376,600 with the
site work adding another $130,000.00 for a total of about $500,000.00.
The SIP’s cost will be approximately
$45,000.00 with building and roof.
The raw building cost is approximately $150.00 per square foot.
** Headwork’s Building
Paul Klatt discussed how this building sets up the hydraulics and the
long term process thru the plant.
This building is designed to allow it to accommodate in the future the
full Rathdrum Prairie Master Plan
or about a peak flow of 10 mgd per day.
The electrical room cost is partial Phase I and the balance
Phase II. We will be adding a new
step screen and using our existing perforated screen, and will be adding a grit
collection system. Everything will
be enclosed with an odor control system that is run through a biofilter, the
garbage can will also be located in the building for odor control and to keep
the rain out of it. The
internal walls will be an enamel epoxy with industrial coating; the external
walls will be block and metal, with the color moving from the blues to a
gray/blue color. The Building will
be 30’ tall. We will not have excess
ground work for the site currently as it is designed.
** Equalization Basin
The basin can be shut off for maintenance, and can be repurposed if
needed in the future. A discussion
occurred regarding covering this basin or not for odor control.
The basin lid would add about three
quarters of a million dollars with odor control.
The lid and the odor control will be alternative additives or a line item
to the bid. This could be added when
the bids come in or we could add this into the Phase II bid.
** Biological Nutrient Reduction
This was designed to have maximized flexibility, without overdoing the costs.
The basin has fifteen foot high walls, and could have some odor
potential. Most facilities with BNR have uncovered tanks.

** Clarifier Mechanism and Replacement WAS/RAS Pumps
** Solids Handling
Discussed talking about the PW Tech Screw Press, and if we go with this we would
not need the WAS/RAS Pump.
The Board then held a discussion on the updated costs with the design at 95%
completed, see enclosed project budget summary with additive Alternatives 1-7.
The Board directed the engineers to proceed and move forward to the bid process.
